Tapping reserve no silver bullet

In an anticipated move, President George W. Bush yesterday authorized tapping the nation’s Strategic Petroleum Reserve (SPR) to make up for crude oil lost due to the shutdown of oil rigs and tankers in the Gulf of Mexico near hurricane-stricken New Orleans. But there won’t be enough refineries to refine it for the foreseeable future. That’s because Hurricane Katrina also took off line oil refineries in the afflicted Gulf Coast region, which normally provide 30% or better of the nation’s refining capacity.
